Partnership with relevant universities and research institutions
- The CDN shall seek to establish working partnerships and collaboration with universities and research institutions in Africa and elsewhere around the world that undertake conflict studies.
- Engage and collaborate with universities/research institutions
- Engage with the African Union to leverage policy formulation on the conflicts in Africa at that level.
Training and Capacity Building
- With the understanding that knowledge and expertise are vital for conflict resolution, the CDN shall organize and facilitate relevant training and capacity-building programmes, especially for affected local communities and interested stakeholders.
- The training and capacity building programmes shall be tailored to meet specific needs, including:
- International law and diplomacy.
- Human rights
- Humanitarian negotiations
- Peace-building
Empower local stakeholders on human rights protection and humanitarian access for the civilian populations
- Strengthen mechanisms for promoting human rights protection for the civilian populations during armed conflicts.
- Promote humanitarian access to ensure that those in emergencies get the relief assistance needed. Full and unimpeded humanitarian access is a fundamental prerequisite to effective humanitarian action in situations of armed conflict.
- Facilitate humanitarian negotiations where necessary to ensure that emergency/relief aid gets to the civilian populations in the conflict regions.
Dialogue and Negotiations for the Conflicts in Africa
The Conflict in the Southern Cameroons
- Monitor the shifting political dynamics in Cameroon and produce relevant findings to inform measures and response strategies to the conflicts in the Southern Cameroons.
- Provide capacity-building and reinforce a collaborative platform among the Southern Cameroons stakeholders in preparation for any eventual opportunity for negotiation in seeking a lasting solution to the conflict.
- Promote robust collaboration between Non-State Armed Groups (NSAGs) and Southern Cameroons stakeholders. Effective collaboration between the Southern Cameroons stakeholders in the conflict is critical in dealing with challenges, exploring new pathways, and reducing harm on the people of the Southern Cameroons. Collective action requires education and commitment by different actors, and the realignment of systems, capacities, and shared values for the pursuit of justice and peace in resolving the conflict.
- Enhanced communication and engagement among Southern Cameroons stakeholders. Social media and other communication outlets can be disruptive, with consequences that may undermine the process of seeking justice and peace for the people of the Southern Cameroons. CDN will continue to bring together active and relevant stakeholders, particularly NSAGs, advocacy groups, women and youth groups, and civil society to agree on a code of conduct and media etiquette that minimizes harm to the collective aspirations of Southern Cameroonians and eliminates misinformation. Positive media use will be promoted, especially in helping educate Southern Cameroonians on the issues, processes, and opportunities that are involved in achieving a collective outcome.
- Educate, engage, and strengthen dialogue and trust-building mechanisms among Southern Cameroonian stakeholders. CDN will continue to engage leading stakeholders, initiate confidence-building measures among stakeholders by holding cluster sessions and organizing engagement forums to provide a space for commonality and collectivity to be enhanced. We value the promotion and expansion of dialogue mechanisms as a critical element for trust-building among stakeholders.
Specific Target 2.2 – The Conflicts in Other Parts of Africa
- Promote and direct sufficient media attention to ensure factual accuracy about the neglected conflicts across the African continent and what it entails to redress them.
- Galvanize appropriate national, regional, and international responses to the conflicts in Africa.
- Engage with humanitarian agencies to mobilize appropriate emergency assistance to the affected civilian populations in the conflict regions.
Diplomatic Engagement in Responding to the Conflicts in Africa
Engagements with International Partners and Stakeholders
- We shall strategically engage with diplomatic missions with non-interest geopolitical relations in Africa to play mediating roles in resolving the conflicts that prevail on the continent. By geopolitical non-interests, we mean countries that do not have a history of colonial domination in Africa.
- The CDN shall align with international stakeholders and partners with a demonstrated penchant for and commitment to conflict resolution through dialogue and negotiations.
Engagement with African Partners and Stakeholders
- Liaise with African personalities involved in dialogue and negotiation initiatives
- Engage stakeholders, particularly NSAGs, to design and take proactive steps towards dialogue, negotiations, and post-conflict reconstruction.
- Create and strengthen avenues for collective engagement and preparedness. At CDN, we believe that an informed understanding of different approaches to negotiation and the advantages of a justice and interest-based approach to conflict resolution is critical in enhancing the preparedness of NSAGs and stakeholders in negotiating an end to the armed conflicts in Africa. Creating and strengthening avenues for inclusive discussions and consensus-building on collective approaches is critical not only for negotiations but also creates an opportunity to nurture trust for the post-negotiation period.
- Engage with NSAGs in designing and agreeing on principles for engaging in negotiations. When many factions exist in an armed conflict, arriving at a common approach and agreeing on the entity to speak for the collective is a daunting task that must be overcome. CDN shall engage the NSAGs and stakeholders to agree on principles that enhance the ability to engage constructively in seeking durable solutions to the conflicts.
- Galvanize and leverage on the human resource capital of the regions affected by conflict to inform decision-making and in building expertise in conflict resolution, which is critical for ownership and sustainability of the conflict resolution, peace-building and post-conflict processes. CDN is committed to negotiating humanitarian access, to ensure the delivery of emergency assistance to the civilian populations in the conflict affected regions.
- Share knowledge and expertise to inform decision-making on conflict resolution and peace-building processes. Identifying the issues around a conflict, education about the needs and interests, defining possible settlement options and creating understanding on the risks are critical prerequisites that NSAGs and relevant stakeholders should learn and be informed about are crucial. We are committed to providing our good offices and working with partners to enhance and strengthen the capacity and the skills set of NSAGs and local stakeholders on engaging in negotiations.
- Practice a policy of search for common ground with conflicting parties.
Strengthen systems for international cooperation for negotiated settlement of the conflicts
- Support for international mediation efforts and processes. We understand bringing warring parties to a negotiating table during an ongoing armed conflict has never been without challenges and believe the political will of the parties is critical to the success and work of any mediator(s). CDN will continue to work with stakeholders to strengthen mediation efforts and seek credible paths to credible talks between the belligerent parties.
- Provide a space and enhance understanding by the NSAGs on the fundamental elements that constitute a credible international mediation process. An important part of our strategy is reliance on enhancing broader understanding of the conditions under which mediation processes bring armed conflicts to a peaceful resolution. CDN is committed to sharing knowledge and expertise using different tools and partners to educate, share, and strengthen knowledge on mediation.
- Encourage the government of Cameroon to see the need to re-engage in genuine and inclusive mediated dialogue with the Southern Cameroons armed groups and other stakeholders. We believe that the conflict in the Southern Cameroons cannot satisfactorily be resolved without ensuring that justice is achieved. The attainment of durable peace can only be achieved through genuine and inclusive mediated dialogue and negotiation involving all the relevant parties and stakeholders. It is critical for the government to demonstrate genuine political leadership in bringing the conflict to an end.

- The CDN shall pursue a robust communication strategy in disseminating information about the neglected conflicts in Africa.
- Ensure to be on the limelight and on news headlines both on mainstream and social media platforms
- Establish a Podcast Studio for uncensored sharing of diverse opinions on the conflicts in Africa
- Create an online Blog for the dissemination of expert opinions on the conflicts in Africa.
